California Health Policy and Data Advisory Commission

Authority: Health Data and Advisory Council Consolidation Act (Health and Safety Code, Division 107, Part 5, Chapter 1, Section 128675 et seq.)

Background: The Commission was established in law effective January 1, 1985. During 1985, the Commission advised the Office of Statewide Health Planning and Development in the transfer of health facilities data collection and disclosure systems from the California Health Facilities Commission to the Office. On January 1, 1996, the California Health Facilities Commission and the Advisory Health Council, which had been responsible for policy guidance for health planning, ceased to exist. The Commission advises the Director of OSHPD regarding policies and procedures guiding the collection and public disclosure of information about California's hospitals, long-term care facilities, licensed clinics, and home health agencies.

The California Health Policy and Data Advisory Commission: Advises the Office and Agency on health policy and health information issues. It is a specially-funded Commission made up of 13 commissioners, each representing a major stakeholder in health care delivery, including physicians, hospitals, long-term care facilities, business and labor coalitions, group prepayment health service plans, ambulatory surgery centers, and the general public. Commissioners are appointed by the Governor, Speaker of the Assembly, or Senate Rules Committee.

Membership: The Commission meets at least once every two months. The 13 commissioners each represent a specific major stakeholder in health care delivery, including physicians, hospitals, long-term care facilities, ambulatory surgery centers, business, labor, insurance, prepaid health, and the general public. Nine commissioners are appointed by the Governor, and two each are appointed by the Speaker of the Assembly and the Senate Rules Committee.

Committees: The Commission currently has three committees, which meet as necessary to fulfill their assignments. The Commission and committee meetings are open to the public and all interested parties are encouraged to attend.

  • AB 524 Technical Advisory Committee: Advises the Office on risk-adjusted outcomes studies of care in California hospitals. These studies assist in the review and improvement of the quality of care provided in hospitals. Studies include maternal outcomes, acute myocardial infarction, disk surgery, and hip fractures, and community-acquired pneumonia with a new study beginning on care in intensive care units (ICU's) of hospitals.
  • Appeals Committee: Hears appeals by health facilities fined for late data reporting to the Office of Statewide Health Planning and Development. The committee forwards its recommendation to the Director of OSHPD for consideration.
  • Health Data and Public Information Committee: Reviews data collection issues relating to hospitals, long-term care facilities, clinics, home health agencies, and ambulatory surgery centers.
