Facility Development Division (FDD) - Approved Code Changes to Title 24
OSHPD Facilities Development Division proposed code changes to Title 24, California Building Standards Code for inclusion in the California Building Standards Commission 2006 Triennial Code Adoption Cycle. The "Final Express Terms" documents listed below contain OSHPD's code changes which were approved and adopted by the Commission and are effective January 1, 2008. The "Final Statement of Reasons" and the "Updated Informative Digest" documents listed below contain the justification for each of the code changes.

Emergency Regulations
HAZUS
The emergency regulations for the adoption of Hazards U.S. (HAZUS) earthquake loss estimation methodology for reassessment of hospital buildings that are rated as Structural Performance Category -1 (SPC-1) were approved by the California Building Standards Commission and became effective on November 26, 2007. Using HAZUS will allow OSHPD to reprioritize these buildings based on their level of seismic risk. Hospital buildings that exceed the minimum allowable risk would have to comply with 2008/2013 deadline seismic safety requirements. Those buildings determined to be at lower seismic risk will be reclassified to SPC-2 and would have until 2030 to comply. Hospital’s participation in the HAZUS program would be optional.
ASCE 41-06
Emergency regulations to make technical amendments to Title 24, Part 1, Chapter 6 and to amend Part 2, Volume 2, by adopting the ASCE 41-06, Seismic Rehabilitation of Existing Buildings as a reference standard and repealing FEMA 356, Prestandard and Commentary for the Seismic Rehabilitation of Buildings were approved by the California Building Standards Commission and are effective January 1, 2008. The ASCE 41-06 is the latest consensus national standard for seismic rehabilitation of existing hospital buildings.
